While Sev figures things out for himself, the rest of Vell's End manages to get along just fine. Again, Conductors are some of the most celebrated people of their time, and are usually set up in jobs that the Patrons deem the most worthy of their attention.
Sometimes this means manual labor, like construction or irrigation systems and sometimes it means fueling pure luxury, like Odonto's Bathhouse chain.

Heat begets steam and heated massages, Liquid begets whirlpools, and Solid begets fanning and helping customers out of their robes -- among other things.
(Gas Conductors are the most rare type of Conductor, and you would never find one working in any menial matter, as the city Patrons preferred them for more delicate tasks, and teaching positions.)
Patron Odonto moved to Vell's End when it became apparent that there was a need for him to open one of his bathhouses there. He brought with him a few of his choice attendants, and joined the city in cultivating a culture of pro-Conductor resources.

Patrons take pride in their choice cities, funneling their own wealth back into their communities. In this way, the city supports its Patrons, and the Patrons, in turn, make the city embody the best they can figure. Anyone has the ability to become a Patron, but not everyone has the knowhow and clout to rise to the top.
Odonto's Bathhouses are a fantastic example of how a Patron can have an effect on multiple cities, thus tying together the cities of Kemah Karah in more than just a historical sense. And, besides, who doesn't love a good steam room? ;)
