Sev's problems might have resolved if he had more options.
When Balshik was constructed, several Conductor families left the three original mainland cities in order to join in the effort, and ultimately ended up resettling in the new city.
This brought about a problem never encountered before by the town elders -- a drain on their basic Conductor-fueled resources. When Vanai Valley was established, Panaway almost didn't notice a flux, given how many people living there were Conductors at the time. Vanai Valley was founded with merchants and Adventurers, and only a few Conductors.
When faced with this new development, certain rules started to be put in place about when and how Conductors could leave their cities, even just to visit another. Upon graduation from their academies, they were issued passports, and were expected to confirm their time away from the city with whomever they were contracted to -- students and graduated-but-pre-Beholden status Conductors had to talk to their academy; others with their Patrons.

Without his collar, Sev certainly didn't stand out as a Conductor, but he couldn't imagine the trouble he'd be in if he was caught without a collar and trying to leave the city without his passport stamped.

Inquisitor Thexa is one of the rarest types of Conductor known in the history of Kemah Karah. While Multi-Conductors are also very rare, only the All-Conductor can accomplish all of that and more.
The Inquisitor's special ability is to be able to identify the signature of any matter altered by a Conductor. Only with the strictest training and understanding of hir power did this ability come about, and the Inquisitor didn't get to that point by having very much humor or mercy on the criminals shi helped to track down.
Every Conductor knew that if they were to cross their city, the Inquisitor wouldn't be far behind.
So Sev seethed, but stayed put. Everything he wanted was in Vell's End -- everything, except his freedom.

Yeah, I agree with you there, Kaia. A power struggle between them, assuming Sev turns out to be an All-Conductor, could cause a great deal of fallout among the non-Conductor populous.

Holy crap, imagine if Sev turns out to be an all-conductor (he's got 3/4 already) and ends up challenging Thexa's position of power. Imagine how much the power system would crumble if suddenly, there's someone more powerful than the inquisitor, and he wants nothing to do with conducting!

Kemah Karah has amazing fashions. Though A dress that sheer must have cost Thexa a fortune and a half.
